There are two opposing views on the package given to Bihar in the Union Budget. On one hand, the opposition is saying that this budget has become the budget of Bihar and Andhra Pradesh. It means that a lot has been done for Bihar and Andhra Pradesh but the government has not paid attention to other states. On the other hand, RJD is calling this package a gimmick. Party members say that most of the schemes in this package are those which have been running for 5 years.

RJD leader and former Deputy Chief Minister of the state Tejashwi Yadav writes on Instagram that today’s budget has again disappointed the people of Bihar, a revival plan was needed to take Bihar on the path of progress and for which a special package with the status of a special state is urgently needed. Tejashwi writes that those who call routine allocations and previously approved, determined and allocated schemes as new gifts should not insult Bihar. To stop migration, remove backwardness of the state and for a better future of the youth along with industries, we will not step back even an inch from the demand for the status of a special state.

Tejashwi’s words cannot be completely dismissed. Nor can his words be said to be completely correct. It should be accepted that whatever has been received cannot match the special status, but it is not less either. Because the budget includes a proposal to provide three expressways worth Rs 26 thousand crores, a 2400 megawatt power plant worth Rs 21 thousand crores, a medical college and several airports. Let us see what is the reality and story of the package received by Bihar?

In the Union Budget, it has been announced to give 26 thousand crore rupees to Bihar. On this, former Chief Minister of Bihar Rabri Devi has reacted that murders and thefts are happening in the state. Workers are not getting their wages. Youths are not getting jobs and the problems of farmers still persist. Allocating 26 thousand crore rupees to Bihar is like giving Bihar a toy.

Actually, the three road projects found in Bihar are highways under the Bharat Mala Project or East West Corridor. If you search about these road projects on Google, you will know that the pages of newspapers have been filled with these projects for many years. BJP leaders have also been talking about them among the public. In Prabhat Khabar, in October 2021, Bihar’s Road Construction Minister Nitin Naveen talks about connecting Vaishali, Rajgir and Bodh Gaya with the Amas-Darbhanga Expressway. Naveen says that the Ramayana Circuit Path will be completed in one to one and a half years. Talking to journalists, he said that a proposal has been made to include the Nawada to Ladaniya (Madhubani) path in the Bharatmala project. Along with this, a proposal to make the Indo-Nepal path a four-lane has also been submitted to the Center. Consent has also been received from Nepal for this road. All these works will be done under the Bharatmala project.

Prabhat Khabar has a news of March 2023 in which it has been said that permission has been granted for DPR for Patna-Purnia Greenfield Expressway. Bihar will have its first Greenfield Access Controlled Highway and now the ministry has decided the agency to prepare its DPR.

A news published in Hindustan Times in 2023 tells that the DPR for connecting Purvanchal Expressway to Bhagalpur in Bihar is ready, only approval is left. This news has also been given by Bihar Minister Nitin Naveen. Nitin Naveen has claimed that Girdhar Armane, Secretary of Road and Transport Ministry in Delhi has given him this information.

As far as the 2-lane bridge for Buxar is concerned, it is not clear yet whether it is the same bridge in Buxar whose one lane was inaugurated last year or some other bridge. Generally, the bridges being built these days are of at least 6 lanes. It is also not understood why this bridge is being built with 2 lanes.

In the Union Budget, there is a talk of building corridors for the two most famous religious places of Bihar. This is a welcome step. There was a great need for development in the Vishnupad temple in Gaya and Bodh Gaya. Definitely, if a corridor is built here, the tourist attraction will increase a lot. Like Ayodhya-Kashi and Mahakal, there can be a flood of religious tourism here too. Foreign tourists also come in large numbers to Bodh Gaya. But one more thing is worth noting that the budget of Kashi Vishwanath Corridor and Mahakal Corridor was never counted in the allotment from the Union Budget. In this way, these two corridors should also not have been counted in the special package of Bihar.

The work of Nalanda has been completed, there is talk of developing tourism there

All the work of Nalanda University has been completed. The people of Bihar can thank the BJP government for completing the work of this university. Because there has been a tradition in Indian politics that the governments of other parties never complete the work started by the opposition parties. But during the tenure of PM Narendra Modi, many incomplete projects of the Congress government have been completed. Nalanda University is one of them. In the budget, there has been talk of promoting tourism in Nalanda. It has not been clarified what will be the contribution of the central government for this.

Plan to save Kosi from flood

In her budget speech, Finance Minister Nirmala Sitharaman has announced a comprehensive financial assistance of Rs 11,500 crore to enhance flood control measures and irrigation projects in the states. One of these projects is the Kosi-Mechi inter-state link, besides 20 other ongoing schemes. A survey and investigation of flood prevention and irrigation in the Kosi river has been announced. If the matter remains only a survey, then understand that nothing is going to happen. Because there are many projects in the amount allocated. A special package is needed to prevent the floods of Kosi. Anyway, the solution to prevent the floods of Kosi is only in connecting the rivers. Which is still a distant dream.
