Government Guidelines on Coaching Centres: What if coaching centres start distributing death instead of fulfilling the dreams of students. Such deadly incidents with students preparing for the most prestigious service examination of the country not only raise serious questions on the entire system, but also put the police, local bodies and politicians under the scanner. The incident that happened in the basement of Rao Coaching Centre in Old Rajinder Nagar of the country’s capital Delhi last Saturday shook everyone. Whoever heard about this incident was stunned. It became difficult to believe that three students would die due to sudden flooding in the basement. Among these students, there are two girls and a boy.

Student dies due to electric shock

At present, there is a flood of coaching centres in every small and big city. These centres charge arbitrary amount of money from students in the name of preparation for competitive exams but they cheat them in the name of facilities and security. The government also makes guidelines for coaching centres and escapes its responsibility. The responsibility of implementing the guidelines lies with the local police-administration but they too do not wake up from their sleep until some big incident happens. Last month, a student preparing for civil services died due to electric shock in Delhi itself. In the month of June last year, a coaching centre located in Mukherjee Nagar area of ​​Delhi caught fire.

Students jumped from the third floor in Mukherjee Nagar

In this incident, the students had to jump from the third floor with the help of a rope to save their lives. Thankfully, no student died in this incident. A big accident could have happened here too. It was told that the fire started from the electric meter, after which smoke spread throughout the coaching. It means that due to the negligence of coaching centers and not following the guidelines, such incidents happen and the lives of students are in danger.

Violation of guidelines from basement to third floor

After this incident in Mukherjee Nagar, the Municipal Corporation of Delhi (MCD) conducted a survey of coaching centers. In this survey, MCD officials found Rao Coaching Center guilty of violating the guidelines. The guidelines were violated from the basement to the third floor. After this, in August 2023, the MCD issued a show cause notice to the owner of the coaching center. Despite this, the coaching center continued to do its arbitrary thing. This matter reached the Deputy Commissioner of Karol Bagh Zone. The surprising thing is that on July 9 this year, this coaching center got a No Objection Certificate (NOC) on fire. In this coaching center, rules and guidelines were violated in the basement and up to three floors. To ensure that coaching centers do not become the center of accidents and students are not exploited in any way, the government has made guidelines which they are required to follow.

Ophthalmic Guidelines of 16 January 2024

In view of the increasing complaints about coaching centers, the government issued a new guideline on their operation on 16 January 2024 this year. In this, special arrangements were made for the safety of the students. The biggest thing about this guideline was that the government banned enrollment in coaching centers for children below 16 years of age. Since this accident in Old Rajinder Nagar is related to the building and its infrastructure, we will mention the government’s guideline on the coaching center building here-

  • Every child coming to the coaching centre should have a sitting space of one square metre in the classroom. The classroom should have basic facilities as per the needs of the students studying there.
  • The coaching centre will have to follow fire and building safety guidelines. It will be mandatory for it to obtain necessary certificates from government departments.
  • There should be a first aid kit available at the centre. There should be availability of hospital, doctor and helpline for emergencies. It is the responsibility of the coaching centre to make students aware about all these things.
  • There should be adequate light in every room of the coaching centre. The rooms should be airy and equipped with electrical facilities. There should be a provision of clean drinking water for the children and staff in the coaching centre. CCTV cameras must be installed in the premises of the centre. The safety of the students should be ensured effectively.
  • There should be a system in the coaching center where students can lodge their complaints if needed. The center should also have a committee to listen to the complaints of the students.

5 more people were arrested

Delhi Police has arrested five more people in connection with the incident that took place at Rao Coaching Institute. The owner of the basement is also among those arrested. With this, the number of people arrested in this case has increased to seven. Delhi Police had arrested the owner and coordinator of ‘Rao IAS Study Circle’ on Sunday itself. Police has registered a case against him under various charges including culpable homicide. Deputy Commissioner of Police (Central) M. Harshvardhan said that each floor of the building is owned by a different person.
