Rahul Gandhi’s speech was again edited, these 4 words were removed from the parliamentary record

Rahul Gandhi’s second speech in Parliament as the Leader of Opposition in the Lok Sabha has also become controversial. Some words of the speech given by Rahul Gandhi in the Lok Sabha on Monday during the discussion on the budget have been removed from the record.

The words that have been removed from Rahul Gandhi’s second speech include Mohan Bhagwat, Ajit Doval, Ambani and Adani. Rahul Gandhi had named these four in his 45-minute speech, to which Speaker Om Birla had also objected.

‘Chakravyuh’ was the focus of Rahul Gandhi’s second speech as the leader of the opposition. Rahul Gandhi, referring to the Chakravyuh structure of the Mahabharata war, said that it is filled with fear and violence and Abhimanyu was trapped and killed by six people. He described the Chakravyuh as Padmavyuh and said that it is like an inverted lotus.

Rahul had said that a new Chakravyuh has been prepared, that too in the shape of a lotus, which PM Modi wears on his chest these days. Abhimanyu was killed by 6 people, whose names were Drona, Karna, Kripacharya, Kritavarma, Ashwasthama and Shakuni. Even today there are 6 people in the middle of the Chakravyuh. On this Rahul Gandhi said that if he wants that he should not take the names of Ajit Doval, Adani and Ambani, then he will not do so.

He alleged that the Modi government has trapped the people of the country in a Chakravyuh, in which farmers and youth are the worst sufferers.

Portions were removed from the first speech as well

Rahul Gandhi gave his first speech in Parliament as the Leader of the Opposition on July 1. He then gave a speech during the discussion on the President’s address. In his first speech, Rahul presented his point by showing a copy of the Constitution and a picture of Lord Shiva. A large part of his first speech was removed from the parliamentary records.

After the removal of parts of the speech, Rahul Gandhi had written a letter to the Lok Sabha Speaker expressing his displeasure. Rahul Gandhi had written in the letter that I am shocked to see how a large part of my speech was removed from the proceedings and it was removed under the pretext of removing parts. Rahul had also claimed that the removed parts do not fall under the purview of Rule 380.

Under which rule are the words removed?

Rule 380 (Expulsion) of the Rules of Procedure and Conduct of Business in Lok Sabha states that if the Speaker is of the opinion that words have been used in the debate which are abusive or indecent or unparliamentary or unbecoming, the Speaker may, in his discretion, order that such words be expunged from the proceedings of the House.

It is not that with the freedom of speech, MPs are free to say anything. There should not be any word or term that violates the dignity of the Parliament. Citing this, many times during the proceedings of the House, some words, sentences or large parts were removed from the speeches of MPs. This process is called expunction. This was done under Rule 380 of the Procedure and Conduct of Business of the Lok Sabha.
