Ayushman Bharat Scheme Data: The Central government on Tuesday told the Rajya Sabha that Punjab has not followed the guidelines set for Ayushman Bharat-Health and Wellness Centre, now known as Ayushman Arogya Mandir, which is in violation of the guidelines of the Special Assistance Scheme to States for Capital Investment 2023-24.

Punjab government did not follow the guidelines

Minister of State for Health Anupriya Patel told the Rajya Sabha in a written reply to a question that out of the total central share allocation of Rs 457.90 crore for the financial year 2023-24 under the National Health Mission (NHM), Rs 91.49 crore was released to Punjab. Patel said that the Department of Expenditure stipulates that all states and union territories must follow the guidelines of the Special Assistance Scheme to States for Capital Investment 2023-24.

The Union Minister mentioned the mandatory conditions prescribed

He said that ‘one of the mandatory conditions laid down in the fourth para is that all schemes of all Ministries shall fully comply with any guidelines/directives issued by the Government of India regarding the official names of all Centrally Sponsored Schemes (CSS) and branding of CSS.’ He said that accurate translation of official names into local language is permitted.

Punjab and Central Government had signed the agreement

Anupriya Patel said Punjab and the central government had signed a memorandum of understanding on January 16 last year for the implementation of the National Health Mission (NHM) from April 1, 2021, to March 3, 2026. Patel said the Punjab government failed to comply with clause 10.3 and clause 10.10 of the MoU.

He said detailed guidelines were issued to all states and Union Territories on May 30, 2018 for branding of Ayushman Bharat Health and Wellness Centres (AB-HWCs), now called Ayushman Arogya Mandir, which the Punjab government failed to comply with.
