The Nazul Land Bill passed by the Legislative Assembly in Uttar Pradesh has been shelved by the Legislative Council. Now the government is claiming that all this happened because many MLAs raised questions on the Nazul Bill, so after presenting the bill in the Legislative Council with everyone’s consent, it was sent to the Select Committee. Actually, UP BJP President Bhupendra Chaudhary is a member of the Legislative Council, he had demanded in the Legislative Council to send the Nazul Land Bill passed by his own government’s Legislative Assembly to the Select Committee. He had said that many people had expressed doubts about the government’s Nazul Bill, Bhupendra Chaudhary says that the bill has been put on hold for now to remove doubts. There is a lot of tussle over this bill. In such a situation, it is also important to understand the economic aspect behind the Nazul land.

What is Nazul land?

Nazul Land Before Independence, When the kings and princely states who rebelled against the British rule were defeated in the war, the British army would take away their lands from them, but when India gained independence, the British lost control over these lands as well. Now these lands could not be returned to the royal families, as the royal families did not have proper documents to prove their ownership over them. Hence these lands were marked as Nazul lands and their ownership was handed over to the respective state governments.

The total price of Nazul land in Uttar Pradesh can vary depending on its location. Land prices vary significantly across districts, cities and rural areas. Secondly, the use of the land as agricultural, residential, commercial or industrial use affects the price. Also, the size of the piece of land affects the overall cost, similarly ownership, government or private ownership affects the pricing. Market demand, supply and market conditions affect land prices. The estimated cost of Nazul land in Uttar Pradesh can range from 5 thousand to 50 thousand per square meter in urban areas like Lucknow, Kanpur or Agra. Apart from this, the price can be from 1 thousand to 10,000 per square meter in semi-urban areas and 500 to 5000 per square meter in rural areas.

According to the 2019 report of the Uttar Pradesh Revenue Department, there are about 12000 Nazul land holdings in UP. The 2020 report of the UP Nazul Land Management Committee estimates that there are about 15000 Nazul lands in the entire state, in terms of area, Nazul land in UP is about 10000 to 15000 hectares (24,700 to 37,000 acres).

Introducing the bill, Parliamentary Affairs Minister Suresh Khanna told the House that due to various types of development activities of public importance, there is a continuous and immediate need for land, which can be made available for use in development activities. He said that to make land available for use in development activities, land will have to be acquired, which will be very costly and will cause considerable delay in the process.

The provision of the bill will have an impact on holding

Talking to Aaj Tak, senior journalist Sharad Pradhan said that there is no such estimate of the price of such land in Uttar Pradesh and it will take time to evaluate it. The government’s intention is to look at it from a political perspective rather than a factual one. The provisions in the bill will definitely affect the holdings and it is estimated to be more than one lakh crore.

Allies opposed the bill

Allies have also joined the tussle over this bill. Union Minister Anupriya Patel has demanded the immediate withdrawal of the Nazul Property Bill in a post on X. She says that this bill has been brought in haste without any thought. She has demanded strict action against those officials who have misled the government regarding this bill. At the same time, Sanjay Nishad is also saying that some officials brought the bill by giving wrong information to the government.
