On March 1, police responded to reports of gunfire and discovered one man dead from an apparent gunshot wound. In addition to the fatality, two other individuals were wounded during the incident, highlighting the escalating nature of violence in the park, which is located near North Portland and Randall Children’s Hospital.
The suspect, identified as Joseph Kelly Banks, was already under federal supervision due to a history of psychiatric issues and was prohibited from possessing firearms.
