Maharajganj: The Executive Officer was caught helping the chairman whose powers were taken away by the government, know the whole matter

The government has suspended Shailendra Kumar Gupta, the Executive Officer of Siswa Nagar Palika of Maharajganj district of Uttar Pradesh. This action was taken against him after the Siswa MLA asked a question in the assembly. The MLA raised the question under Rule 51 of the assembly session, after which the government got the matter investigated by the District Magistrate and when the allegations were found to be true, the EO was suspended.

Actually, the controversy that started in Siswa Nagar Palika is not taking the name of stopping. The phase of actions that started after Siswa Nagar Palika Adhyaksha Shakuntala Jaiswal promoted her chowkidar husband against the rules and the corruption done in the Nagar Palika is not taking the name of stopping. First the then EO Ramdular Yadav was suspended on the charge of supporting the Nagar Palika Adhyaksha, then the power of the Nagar Palika Adhyaksha was seized by the government and then the EO suspended the fourth class employee.

Now after the MLA asked a question under Rule 51 during the assembly session, the government has suspended the Executive Officer posted in Siswa Nagar Palika. After the suspension action, Siswa Nagar Palika has once again come into the limelight.

Actually, a writ has been filed in the High Court regarding the seizure of the power of the Nagar Palika President. Siswa Nagar Palika had to file its counter. The Nagar Palika Administrator had also given a written order to the Executive Officer to set up the counter on 19th July.

According to Siswa MLA, Executive Officer Shailendra Gupta violated the rules and did not file the counter in favour of the government. In the same order, the administration held the EO guilty and issued a show cause notice. It is alleged that the Executive Officer did not take the side of the government but put the side of the opposition against the government.

It is also alleged that the Executive Officer arbitrarily sent Class IV employee Anil Gupta to the High Court to plead against the government. When objections were raised against this, the EO suspended the Class IV employee with immediate effect on 8 July. Later the suspension order was also withdrawn. Then the Class IV employee was sent to the High Court to plead. He was suspended again and a show cause notice was issued.

In this case, the Siswa MLA had drawn the attention of the government under Rule 51 and had demanded just action by getting the case investigated by the District Magistrate. After the investigation, on July 30, Director of Municipal Corporation Directorate Anuj Kumar Jha suspended the Executive Officer of Siswa Nagar Palika Shailendra Gupta with immediate effect on the charge of not taking interest in following the instructions given by the higher officials and adopting illegal working methods and working arbitrarily.

During the suspension period, the Executive Officer has been attached to the District Magistrate’s office. The government has nominated Assistant Director of Municipal Corporation Directorate Ajay Kumar Tripathi as the investigating officer for conducting departmental action, who will investigate the case.

In this case, District Magistrate Anunay Jha said that after the power of the Siswa Nagar Palika President was seized, the Nagar Palika President has filed a case in the court. In this case, the EO had to present his side on behalf of the Nagar Palika, but the Executive Officer has been negligent in discharging his responsibilities by sending a fourth class employee in his place.
