Karnataka government’s decision on reservation

Karnataka Private Sector Reservation: Chief Minister Siddaramaiah has announced that the Karnataka Cabinet has approved a bill mandating 100% reservation for Kannadigas in Group C and D posts in the private sector. The decision was taken at a Cabinet meeting held on Monday. “The Cabinet meeting approved a bill to make 100% recruitment of Kannadigas compulsory for ‘C and D’ grade posts in all private industries in the state,” Siddaramaiah said in a post on X. “We are a pro-Kannada government. Our priority is to look after the welfare of Kannadigas,” he said.

What’s in the bill?

PTI quoted law department sources as saying that the ‘Karnataka State Employment of Local Candidates in Industries, Factories and Other Establishments Bill, 2024’ will be introduced in the assembly on Thursday. Regarding the appointment of local candidates, the bill states, “Any industry, factory or other establishment shall employ 50 per cent local candidates in management categories and seventy per cent in non-management categories. Candidates without secondary school certificate with Kannada language will have to pass a Kannada proficiency test specified by the ‘nodal agency’.”

If qualified local candidates are not available, the establishments have to take steps to train them within three years with the help of the government or its agencies. If adequate number of local candidates are not available, the establishments can apply to the government for exemption from the provisions of this Act. Such orders passed by the government shall be final: Provided that the exemption provided under this section shall not be less than 25 per cent for management category and 50 per cent for non-management categories, the proposed bill states.

Further, every industry, factory or other establishment shall inform the nodal agency about its compliance with the provisions of this Act in the prescribed form within a specified period. The role of the nodal agency shall be to verify the reports submitted by an employer, occupier or manager of an establishment and submit a report to the government on the implementation of the provisions of the Act.
