Delhi Rau Coaching IAS candidate death case: The Delhi High Court slammed the police and the Municipal Corporation of Delhi over the drowning incident, saying it could not understand how the students could not come out. The Delhi High Court on Friday transferred the probe into the drowning of three civil services aspirants in the basement of a coaching centre here from the police to the CBI. Criticising the police for arresting an SUV driver and blaming him for the incident, the high court said, “Thankfully you did not issue a challan for rainwater entering the basement.”
He said- ‘You should have said how dare the water enter the basement. You could have fined the water too, the way you arrested the SUV driver for driving the car there’
A bench of Acting Chief Justice Manmohan and Justice Tushar Rao Gedela asked the Central Vigilance Commission (CVC) to nominate a senior officer to monitor the investigation by the CBI into the criminal case in a time-bound manner. The court said that we need to look at the bigger picture as there is a much more fundamental problem in the city and it is time to relook at the administrative, financial and physical infrastructure of Delhi, which has become outdated and not in sync with the needs of the present times.
A committee headed by Delhi chief secretary and also comprising DDA vice-chairman, Delhi Police commissioner and MCD commissioner was formed to deal with the issue and submit a report within eight weeks.

The high court said, ‘Keeping in view the nature of the incident and to ensure that there is no doubt in the minds of the public regarding the investigation, this court hands over the investigation to the CBI.’ Criticising the police and the Municipal Corporation of Delhi (MCD) over the drowning incident, the bench said it could not understand how the students could not come out and wanted to know whether the doors were closed or the stairs were narrow.
‘What is your opinion? How did the children drown?
‘What is your opinion? How did the children drown? You have now investigated. We are on August 2. Why couldn’t they come out of the basement? It doesn’t fill up instantly. It takes at least two-three minutes for the basement to fill up, it can’t happen in a minute. Why couldn’t they come out?’
People have a perception that municipal officials are inefficient’
The bench said that administratively there are many officers in Delhi who are only passing the buck and doing nothing. The bench said, “People have a perception that municipal officials are inefficient.” The High Court told the Delhi government’s lawyer that if the administrators are promoting the culture of freebies, then they do not know how to change the structure.
