In the wake of the attempted assassination of former President Donald Trump at a rally in Butler, Pennsylvania on July 13th, the U.S. Secret Service has urged his 2024 presidential campaign to avoid holding large outdoor events going forward.
The recommendation comes as Secret Service Director Kimberly Cheatle resigned on Tuesday, taking responsibility for the “most significant operational failure” at the agency in “decades” during the Butler rally[2][5]. Cheatle admitted in her resignation letter that the Secret Service “fell short” in its duty to safeguard the former president.
During the Butler rally, a 20-year-old gunman named Thomas Matthews Crooks discharged approximately 20 rounds before being fatally shot by Secret Service agents. Reports indicate Crooks had used a drone to surveil the rally site and was flagged as suspicious just an hour before the event began. Local law enforcement was tasked with roof security, and the Secret Service was alerted to Crooks’ presence minutes before the shooting started.
The bullet that grazed Trump’s ear was less than a quarter of an inch from his head, according to Rep. Ronny Jackson (R-TX), a former White House physician. In response to the incident, Homeland Security Secretary Alejandro Mayorkas appointed Ronald Rowe, the Secret Service’s deputy director, as interim director until a permanent successor is selected.

As a result of the Secret Service’s concerns, the Trump campaign is now scouting indoor venues like basketball arenas and other large spaces for upcoming rallies, with no outdoor events currently scheduled. Indoor rallies are more expensive but inherently safer, with a finite number of entry points and fewer line-of-sight issues.
Trump has held hundreds of outdoor rallies since his first presidential campaign, which have been known to attract tens of thousands of supporters. However, the former president is the first modern ex-president to seek another term, and his protective detail has always been larger than some others due to his high visibility.
