Disaster Management (Amendment) Bill 2024: The Central Government on Thursday introduced the Disaster Management (Amendment) Bill 2024, which brings important changes in the Disaster Management Bill-2005, in the Lok Sabha. On behalf of Union Home Minister Amit Shah, Union Minister of State for Home Nityanand Rai introduced the Disaster Management (Amendment) Bill 2024 in the Lok Sabha on Thursday. During the introduction of the bill in the House, there was a heated debate between the government and the opposition regarding the authority of the central government and the constitutionality of this bill. Congress MP Manish Tiwari opposed the introduction of this bill and said that it is not right according to the Constitution and interferes with the authority of the state government.

Opposition surrounded the government on the disaster management bill

Congress MP Manish Tiwari also said that in case of any kind of natural disaster, the local administration is the first to come forward for help. He also raised the issue of the jurisdiction of the central government regarding this. At the same time, TMC MP Saugata Roy also opposed the introduction of this bill and said that setting up more authorities will create confusion and due to this, relief and rescue work will also be affected during natural disasters. However, along with this, he also quipped that it is good that the government has not given any Hindi name to this bill as they give to all the bills. They are Bengalis and do not understand Hindi.

Union Minister of State for Home Nityanand Rai rejected the opposition of both the MPs and said that the Disaster Management Bill of 2005 has stood the test of constitutionality for 19 years. Disaster management is the responsibility of the state and there has been no interference in it anywhere. He said that this amendment bill has been brought for the purpose of managing disaster in a more proper manner. When this bill will be discussed in the House, all doubts will be resolved by the government, all questions will be answered and appropriate suggestions coming from the opposition will also be considered. After this, after getting the approval of the House by voice vote, the bill was presented in the House.
