The Congress government in Karnataka is preparing to bring a law that will provide 100 percent reservation to Kannadigas in local private sector jobs. On Monday, the state cabinet approved the Karnataka State Industries, Factories and Other Establishments (Karnataka State Industries and Other Establishments) Bill, 2024 to provide employment to local candidates. It has a provision to make it mandatory for private companies to provide reservation to Kannada speaking people in their establishments. As soon as the news of this bill came, voices of protest started rising, criticism started, after which the Siddaramaiah government has now put it on hold.

Stay on Kannada reservation bill for now

The bill related to giving reservation to local people in the private sector will not be tabled in this session. On Monday, the cabinet had approved this bill. In which it was talked about giving 50 percent reservation to local people at the management level and 70 percent reservation to local people at the non-management level.

The government had also talked about tabling this bill in the House in this session itself. But today, organizations like NASSCOM and many big industrialists opposed it and demanded the government to reconsider it.

What were the provisions in the bill

  • It will be mandatory to provide 50 per cent reservation at the management level and 70 per cent reservation in the non-management category to the local people in any industry, factory or other establishment.
  • It said that in case the candidate does not possess secondary school certificate with Kannada language, they will have to pass the Kannada proficiency test conducted by the ‘Nodal Agency’.
  • According to the proposed bill, the nodal agency will have the power to call for any record, information or document held by the employer, occupier or manager of an establishment for the purpose of verification of the report.
  • It states that the government may appoint an officer not below the level of Assistant Labour Commissioner as authorised officer to ensure compliance with the provisions of the Act.

Where did the voice of protest arise from?

Renowned entrepreneur and former Infosys CFO T.V. Mohandas Pai has called the bill ‘fascist’. In a post released on social media, he said- “This bill should be repealed. It is discriminatory, regressive and against the Constitution. It is unbelievable that the Congress has come up with such a bill – a government official will sit on private sector recruitment committees? People will have to take language tests…?”
