MP: Blasting is going on without permission near Dejla-Deora Dam, fear of destruction in more than 600 villages

The laxity and negligence of the government machinery has been exposed in Khargone, Madhya Pradesh. There is a danger of the Dejla-Deora dam getting damaged due to blasting being done without permission. There is a possibility of destruction in more than 600 villages. Despite written complaints from the Sarpanchs and villagers of four Gram Panchayats, the stubbornness of the construction agency prevails.

No government permission was taken for blasting to install the water purification plant being built at a cost of Rs 309 crore under Jal Mission. The Water Resources Department has instructed not to do blasting at the dam site. The construction agency has put the lives of lakhs of people in danger. No lesson has been learnt even after the Karam dam in Dhar district burst a year ago.

In fact, any person has to obtain permission from the Gram Panchayat or Municipal Council to build even a small room, but blasting is being done without any permission at the upper end of the Dejla Devada Dam, just 6 km from Bhagwanpura police station area, about 40 km from the Khargone district headquarters.

Madhya Pradesh government undertaking Jal Nigam has entrusted the work of setting up a water purification plant under Jal Mission to a construction agency at a cost of Rs. 309 crore. Unfortunately, the construction agency which was entrusted with the responsibility of setting up the filter plant neither took permission for blasting from the forest department nor from the revenue department.

The construction agency has crossed all limits of arbitrariness and has not even taken permission for blasting from the department which owns the huge Dejla-Devda reservoir. Despite the protest of the villagers and public representatives, blasting is being done continuously by the construction agency. This has posed a threat to many villages. Blasting is being done in the backwater of the dam, just 500 to 1000 meters away from the main stream of the dam.

Sarpanchs had given application in opposition of blasting
On July 17, the Sarpanch, public representatives and villagers of 4 Gram Panchayats of Bhagwanpura development block had submitted an application to the Bhagwanpura police station in-charge regarding the dam being damaged due to blasting at the dam site and to stop it. Lovanshi told the police station in-charge that after receiving the application, the construction agency has been instructed not to do blasting.

There was panic in the surrounding village due to blasting
There is panic in the nearby villages due to the blasting being done without permission at the Dejla Devada dam site. People are in panic due to the blasting happening at night in Rozadi village near the dam. The youth who take goats, bulls and buffaloes for grazing during the day are afraid of being hit by stones. Many people are not able to sleep at night due to the blasting.

There is a possibility of cracks in the dam due to soil blasting
It is noteworthy that in 2023, due to the bursting of Karam Dam in Dhar district, the then Chief Minister Shivraj Singh Chauhan himself conducted a survey by helicopter and put the entire administration into it. The Collector and SP of Khargone district also came to see the impact of the Karam Dam. The Dejla Devada Dam is about 25 years old and its embankment is made of soil and stones. Officials of the Water Resources Department believe that blasting can be done only after the experts of the department’s team inspect the distance from the dam site and the capacity of the blast. We have written to not do any kind of blasting right now.

The construction agency stopped the media by putting up barricades
On receiving information about the blasting, media persons reached the blasting site and the contractor of the construction agency barricaded the site 5 km before the blast and made people sit there to stop people from going there. There was an altercation with some people of Bhagwanpura regarding this matter two days ago. Later, the matter was settled after apologizing at the police station.
