Dominique Billips, a 28-year-old woman, has been arrested in Philadelphia for allegedly shooting a 7-month-old baby during a violent incident linked to a narcotics debt. The shooting occurred on the evening of July 18, 2024, in the Holmesburg neighborhood, where Billips reportedly approached a couple with their baby in a stroller and opened fire, striking the infant in the leg.

The confrontation appears to have stemmed from a $100 narcotics debt, with the intended target being the baby’s father. Disturbing surveillance footage shows Billips aiming her gun at the mother before firing, resulting in the baby being injured. Fortunately, the child was taken to a hospital and is in stable condition.
Upon arrival, police found that the parents had fled the scene due to outstanding warrants for nonviolent offenses. They later returned to report the incident and were cooperative with the investigation.
