The governors are already at loggerheads with the opposition chief ministers, and if they become active they will wreak havoc

In states ruled by opposition parties, there is always a tussle with the governors. And this trend has been going on long before the BJP came back to power at the Centre in 2014. Governors like Romesh Bhandari and Buta Singh have been recorded in history for similar incidents – but the BJP-led central government’s latest intention seems to be an attempt to give a new form to the traditional conflict.

Actually, a two-day conference of governors is going to be held in Delhi from August 2. The conference to be chaired by President Draupadi Murmu will be attended by governors from across the country as well as Vice President Jagdeep Dhankhar, Prime Minister Narendra Modi, Union Home Minister Amit Shah, some Union Ministers as well as the Vice Chairman and CEO of NITI Aayog.

The English newspaper Indian Express has published a report on the official agenda note prepared for the proposed conference, which suggests that in the states where opposition parties are in power, the conflict between governors and chief ministers is going to take an explosive form in the future.

And forget about the rule of opposition parties, this step can wreak havoc in states where conditions like UP are prevalent. In a state like UP where it is believed that Yogi Adityanath is on the target of BJP leadership, imagine what will happen if Raj Bhavan gets involved in politics as per the intention of the Centre? And if the double engines start colliding, then the condition of common people can only be imagined.

So will we see these days again after BJP’s poor performance in the 2024 Lok Sabha elections?

Wherever there is a conflict between the Chief Minister and the Central Government, the Governor will raise a separate front – and like the opposition Chief Ministers, UP Chief Minister Yogi Adityanath, who is always ready to take on the Centre, can also come under the purview of such orders.

What is the new expectation of the Central Government from the Governors?

The agenda note of the Governors’ conference that appeared in the media shows that the Central Government has started expecting the Governors to play a more active role in their respective states – and this also makes clear the political intention of the BJP-led Central Government, which lost the majority in the Lok Sabha elections.

According to the report, the central government led by Prime Minister Narendra Modi wants the governors to be more active on social media. The central government is expecting the governors to be active and connect directly with the people – and whenever, as per the agenda-note, there is a situation of disagreement between the central government and the state government on policy matters, the Raj Bhavan should give its opinion with immediate effect, so that the central government’s side can reach the people at the same time.

It is believed that not only big incidents but even small incidents are becoming a big issue when they go viral on social media, and their direct impact is being seen on the common people. Still, there are many governors and leaders who are not as active on social media as they should be. Recently, UP Chief Minister Yogi Adityanath also told in a meeting that about three dozen MLAs are either not active on social media or their accounts are not active. There are many who do not even have an account on social site X.

The central government believes that due to less activity on social media, the governors are unable to connect with the common people and are unable to show their activism. Also, emphasis has been laid on the role of governors between the central investigation agency and the government organization. The central government wants that the governor should try to establish coordination between various investigation agencies and organizations.

The list of Governor and Chief Minister controversies is long

In West Bengal, Chief Minister Mamata Banerjee is now clashing with Governor CV Anand Bose just like she used to with the then Governor (now Vice President) Jagdeep Dhankhar, but this conflict has been seen from Punjab to Kerala and Tamil Nadu – when the conflict escalates, the matter reaches the High Court and the Supreme Court.

1. Right now there is a ruckus in Karnataka over the notice issued by Governor Thaawarchand Gehlot to Chief Minister Siddaramaiah. By issuing a show cause notice to Siddaramaiah, the Governor has sought clarification on the alleged irregularities in the land allotment in the name of his wife Parvati by MUDA i.e. Mysuru Urban Development Authority.

The Karnataka government is demanding the governor to withdraw the notice. Deputy CM DK Shivakumar has called the notice a murder of democracy and said that there is nothing illegal in Parvati getting an alternative site – and there is no question of prosecution.

2. In Delhi, the fight between Chief Minister Arvind Kejriwal and LG has been going on since the beginning, in Punjab too, Banwari Lal Purohit’s tenure has been full of controversies. The dispute with Chief Minister Bhagwant Mann over convening the session of the Punjab Legislative Assembly escalated so much that the matter reached the Supreme Court. After the Governor’s refusal to convene a special session of the Assembly on 19-20 June 2022, the Punjab government had to go to the Supreme Court, in which the court had validated the special session.

There were many controversies over Purohit’s statements during his tenure as Governor. Once Purohit had said that drugs are being sold at grocery shops in border areas. Similarly, once he had said that Chief Minister Bhagwant Mann does not even meet him. In response, Bhagwant Mann started saying that the Governor troubles him on every issue. And then he even said that the Governor who lost three elections is roaming around with half of my government. Purohit defended himself by saying that he has won five out of eight elections, and his result is 60 percent.

3. Tamil Nadu Governor RN Ravi even left his traditional address to the assembly midway after ruling DMK leaders protested against his not reading out the speech, which was approved by the state cabinet in accordance with the Constitution.

Tamil Nadu Chief Minister MK Stalin raised his voice several times against keeping many such cabinet proposals pending for a long time. Later, when the Supreme Court took a tough stand, he quickly approved them.

4. During Jagdeep Dhankhar’s tenure as the Governor of West Bengal, there were constant conflicts with Chief Minister Mamata Banerjee. The Trinamool Congress government had accused him several times of not approving bills in public interest.

In June 2022, the West Bengal government made a provision to appoint the Chief Minister instead of the Governor as the Chancellor of state-run universities, but Jagdeep Dhankhar kept it pending till the end of his term. The matter remained unresolved till his resignation for the Vice Presidential election.

After him, when the new Governor CV Anand Bose took charge, for a few days, there was a lot of friendliness, but recently when the Governor filed a defamation case against the Chief Minister, the High Court also advised Mamata Banerjee to avoid controversial remarks.

The Centre’s order will further increase the conflict between governors and chief ministers

Recently, a meeting of the NITI Aayog was held. Even NDA partner JDU leader and Bihar Chief Minister Nitish Kumar did not attend the meeting, but the Chief Ministers associated with the INDIA alliance boycotted the meeting beforehand – however, West Bengal Chief Minister Mamata Banerjee took a different line and attended the meeting.

But Mamata Banerjee walked out of the meeting midway, saying that she was not given a chance to speak fully like the others and her mic was switched off after just five minutes.

From the ruling party, Union Ministers Manoharlal Khattar and Jitanram Manjhi rejected Mamata Banerjee’s claim and said that she was lying and this was already a part of her plan.

Now the question arises that after the new order, will the governors also be seen on the front along with the central ministers and the leaders of the ruling party, and will the governors also put the government’s side in front of the people, refuting the statements of the chief ministers? Will this start happening with the double-engine governments in the coming days? Will a chief minister like Yogi Adityanath also have to face such situations?
