How did the UP government’s bill on Nazul land get shelved? Read the inside story

A peculiar situation was witnessed during the Vidhan Mandal session on the last day of the session of the Vidhan Sabha. In fact, the Nazul Property Bill which was passed by the Yogi government by voice vote in the Vidhan Sabha on Wednesday, was seen backtracking within a day and was shelved. That is, instead of passing it in the Vidhan Parishad, it was sent to the Select Committee.

This step of the government seemed to indicate that fear has crept into the government and especially among the public representatives regarding any land-related law. This is the reason that when Keshav Maurya was presenting this Nazul Property Bill in the Legislative Council, at the same time BJP Legislative Council member Bhupendra Chaudhary demanded to send it to the Select Committee.

BJP’s state president Bhupendra Chaudhary put a brake on his own government’s bill in the Legislative Council. In such a situation, the biggest question is whether it was brought in the Assembly as a bill without any discussion or deliberation? And the government could not gauge the level of opposition to it?

Bill sent to select committee
As soon as Keshav Maurya presented the Nazul Property Bill in the Legislative Council, Bhupendra Chaudhary once again stood up and requested to send it to the Select Committee, saying that there is no complete consensus on this issue yet, so it should be sent to the Select Committee. The Chairman of the Legislative Council agreed to this and sent it to the Select Committee.

With the sending of the Nazul Property Bill to the Select Committee, the government felt relieved because within a few hours of its passing in the Assembly, it became clear that this was going to prove to be the biggest noose around the government’s neck. There was an uproar when the government’s own bill was stopped in the Legislative Council. The discussion started that the organization stopped the government’s decision in the Legislative Council but the inside story was something else.

Even BJP MLAs were opposing the bill
As soon as this bill came, many MLAs started mobilizing against it. Raja Bhaiya took charge, many MLAs including BJP MLA Harsh Vajpayee opposed it. MLA from Prayagraj and former minister Siddharth Nath Singh demanded some amendments and said that there should be a provision to increase the lease of Nazul land, which the government accepted. But instead of 99 years, an amendment of 30 years was decided. MLAs of the government and the opposition had made full preparations to surround the Yogi government on the issue.

The government had realized the danger
By late Wednesday night, many MLAs contacted the Chief Minister and demanded reconsideration. Then the senior leaders of the party also expressed their objections to this bill that lakhs of people will be affected by it in every city and the administration will snatch away the houses and land of many people who have been living there for generations whenever it wants.

The Chief Minister also felt that perhaps this work was done in haste, so he also gave permission to put it on hold. It was decided on Thursday afternoon that it would not be passed by the Legislative Council and it would be sent to the Select Committee. A proper strategy was decided for this. The Chief Minister gave the responsibility to both the Deputy Chief Minister, the State President and the Parliamentary Affairs Minister to send it to the Select Committee until a consensus is reached.

The script was prepared like this

In the assembly, a 15-minute meeting was held separately with the Chief Minister, both Deputy Chief Ministers, State President, Parliamentary Affairs Minister in which it was decided that Keshav Maurya will present it in the Legislative Council and Bhupendra Chaudhary will recommend sending it to the Select Committee. After this, the Chairman will send it to the Select Committee due to which it will be put on hold for a few days.

Everything happened as per a written script. It could not be stopped in the Vidhan Sabha because it had already been passed, so the Vidhan Parishad was chosen to send it to the Select Committee. Bhupendra Chaudhary recommended sending it to the Select Committee. In this way the snake died and the stick also remained intact, that is, the Nazul Property Bill went into cold storage for a few days and BJP also took the credit for it because on the recommendation of the state president, who is a member of the Vidhan Parishad, the entire Vidhan Parishad unanimously sent it to the Select Committee.

BJP had sensed the strategy of the opposition
The question is, after passing it in the assembly, did the government feel that it was done in a hurry? And this issue of land will become a bone in the government’s throat? If this happened, then why did Keshav Maurya present it? Was he kept in the dark? There are many such questions on which the government will now have to answer. But it seems that the government got trapped in the matter of Nazul Property Bill.

The Congress party had warned of agitation on this issue. According to Congress leader and former MLC Deepak Singh, even Congress leader Rahul Gandhi was ready for agitation in UP regarding the Nazul land bill and BJP had sensed this. Although this issue has been postponed for a few days, but the politics does not seem to be going away.

For the first time CM came on back foot!

BJP ally Anupriya Patel tweeted that this Nazul property bill should be withdrawn immediately and strict action should be taken against the officials who have prepared this bill. It is clear that now the organization and party leaders have started interfering in big decisions. This is the first time in the Yogi government that this decision of the Chief Minister has been put on hold.
