According to the investigation report of the murder of Uttar Pradesh mafia and former MP Atiq Ahmed and his brother Ashraf, there was no collusion of the state and police machinery. After reviewing the statements of 87 witnesses, CCTV and video footage during the investigation, the commission found that the incident happened suddenly and the response of the police personnel was immediate and normal.

The murder took place in nine seconds, leaving no time for the police to intervene. The report also mentioned that the police had deployed more personnel than the standard to protect Atiq and Ashraf. Security was tight from the jail to the remand. However, the presence of the media hindered the work of the police and questions were raised about the activities of media persons during the murder.
