Samajwadi Party (SP) MP from Ghazipur, Afzal Ansari, on Thursday cornered the government during the discussion on the demands for grants of the Ministry of Education. Afzal raised questions on the budget cuts for SC-ST and OBC as well as minorities. He also used poetry a lot during his address in Parliament. Afzal Ansari, while quoting Dr. Ram Manohar Lohia at the beginning of his address, said that whether poor or rich, everyone should get equal education.

He said that it is unfortunate that where there was a need to increase the budget for SC-ST and OBC, the budget allocated for them has been cut drastically. Afzal Ansari said that the budget of Dr. Bhimrao Ambedkar Foundation was already low. The budget of Rs 40 crore has now been reduced to Rs 30 crore. He said that this shows the mentality. The budget for the education of minorities was also cut while there was a need for a huge increase in it.

Afzal Ansari said that the budget given to SC-ST, OBC for assistance through free coaching was already less. It has now been reduced from 47 crores to 35 crores. He said that earlier there was a provision of 111 crores for SC-ST in the field of higher level education, but that too has been cut down significantly. Afzal Ansari also recited the lines ‘When will the gods land in my courtyard, I kept thinking about it throughout my life and my children touched that moon, which I kept worshipping throughout my life’.

He said that today when the world is reaching the pinnacle of progress through education and technology, Afzal said that there was to be increased provision in the budget for the education of SC-ST, OBC and minorities. But it was cut on a large scale. This is a proof of corrupt mentality. He talked about the implementation of a dual education system and added that on one side there is the education which is implemented for the poor living in villages through government schools. Where even today, a poor child goes to school with a bowl in hand and a sack on the back, then he is taught A for pigeon, Kha for puss and G for donkey.

Afzal Ansari said that on the other hand there are modern, convent schools where education is imparted through English medium. He said that when children study in both the schools and go up and there is competition, the children with modern education succeed and the foundation of the children who receive education provided by the government becomes weak. How to end the dual system is a matter to be seen. Afzal Ansari said that the poor cannot afford the education of private schools. Even if the poor sell everything, he cannot make his children doctors.

He said that the government should take initiatives to end the dual system of education. By cutting down the facilities that were already being given to SC-ST, OBC and minorities, it proves that you are promoting the dual system. Afzal also took a dig at the government through the lines ‘People with a heart of stone, there is a flow in sorrow, it will make its own way like flowing water… consider the sighs of the weak, the sighs of the oppressed, as weakness, now it is a sign of the departure of the cruel government’.

Asaduddin Owaisi gave the statistics of the school dropout ratio of Muslims and said that the government should tell whether Muslims have the right to education or not. In terms of admission in schools, the number of Muslim girls is higher than that of boys. He mentioned the budget allocated for Navodaya Vidyalaya as well as Kendriya Vidyalaya and raised the question of vacancies in these schools and said, will you hold Babar responsible for this? He also raised questions about the absence of a permanent VC in Jamia University and the Registrar not fulfilling the eligibility for the post.

Commercialization of education should be stopped- Chandrashekhar

During the discussion on the demands for grants of the Ministry of Education, Azad Samaj Party MP Advocate Chandrashekhar raised the demand for reinstatement of student unions in the colleges and universities of UP and Rajasthan. He said that along with promoting sports, education should be imparted in schools through various activities. He said that arrangements should be made to provide education abroad to SC-ST students.

He also raised the demand that mobile schools should be run for students of nomadic castes. Chandrashekhar said that you are talking about education, but for political reasons, Jauhar University in Rampur was closed, Azam Khan sahab was put in jail and so much atrocities are happening. Commercialization of education should be stopped and everyone should be taken care of. He told the Education Minister to pay attention to the children of rural areas. If you do not do this, then you will have to protest which is not right. You should work before this.
