A United Nations report has made some shocking revelations about the terrorist organization Islamic State in Iraq and the Levant-Khorasan (ISIL-K). The report says that despite not being able to carry out large-scale attacks in India, the ‘Islamic State in Iraq and the Levant-Khorasan’ wants to recruit fighters through its masters present here who can carry out attacks alone.

The 34th report of the Analytical Support and Sanctions Monitoring Team on ISIL-K (Daesh), Al-Qaeda and associated individuals and entities was released on Tuesday. The report said that member countries have expressed concern that terrorism emanating from Afghanistan will create insecurity in the region.

“Despite not being able to carry out large-scale attacks in India, ISIL-K, through its India-based handlers, is seeking to recruit people who can carry out single-handed attacks. It has released a booklet in Urdu inciting Hindu-Muslim hostility and outlining its strategy with regard to India,” the report said.

It said ISIL-K remains the most serious threat in the region, spreading terror beyond Afghanistan, while “al-Qaeda exercises strategic restraint” and prioritises its ties with the Taliban.

Danger for India

It further states that there has been increased support and cooperation between the Tehreek-e-Taliban Pakistan (TTP), the Taliban and Al-Qaeda in the Indian Subcontinent (AQIS), who are cooperating in manpower and training camps in Afghanistan and carrying out deadly attacks under the banner of Tehreek-e Jihad Pakistan (TJP). The report says that in the medium term, a possible merger of TTP and AQIS could increase the threat against Pakistan and eventually India, Myanmar and Bangladesh.

In the short term, the report says, ISIL-K will maintain combat readiness, also move towards raising revenue and increase recruitment by attracting insurgents from other terrorist groups and the Taliban. The report says that ISIL-K is also recruiting disgruntled people who are unaware of the security and intelligence services.

Some member states estimate that ISIL-K’s fighters have grown from 4,000 to 6,000 despite the loss of territory and a leadership vacuum, while others estimate that its strength remains between 2,000 and 3,500 fighters. The TTP is also estimated to have more than 6,000 fighters. The report said that there is growing concern about the terrorist threat emanating from Afghanistan from ISIL-K and TTP at the regional level.
