48 lakh candidates for 60 thousand vacancies… Why is there so much craze for government jobs among the people of UP?

Examination is being conducted for recruitment to 60,244 constable posts in Uttar Pradesh Police. There are more than 48.2 lakh candidates for so many vacancies. In this way, 80 candidates are in the fray for one post.

On one hand, so many candidates are appearing for the constable recruitment exam, on the other hand, the Yogi government claims that the unemployment rate in UP is lower than the country.

According to the latest report of the Periodic Labor Force Survey (PLFS), the unemployment rate across the country is 3.2%, while in Uttar Pradesh this rate is 2.4%. The unemployment rate shows how many people in the labor force are unemployed. If the survey data is to be believed, the unemployment rate in UP has reduced to half in five years. The unemployment rate in UP was 5.7% in 2018-19, which came down to 2.4% in 2022-23.

Chief Minister Yogi Adityanath has also mentioned the reduction in unemployment rate in UP several times. He claims that the unemployment situation in UP is under control.

However, there are more than 48 lakh candidates for 60 thousand constable posts. That means, only 1 out of 80 candidates will be selected. The question arises whether the situation is similar in other recruitments as well?

How many candidates in the recruitment exams?

In 2019, the Yogi government conducted an exam for the recruitment of 69 thousand teachers. 4.10 lakh youth had filled the form for this exam. Out of this, 1.47 lakh passed, while only 69 thousand got jobs. That is, about 1 out of 6 candidates got a job. The number of candidates in this exam was also less because only those who had passed the TET exam could participate in it.

In 2018, about 14 lakh people had applied for 1,918 posts of Gram Vikas Adhikari. According to this, 1 out of 728 candidates got the job.

It is believed that if a vacancy demands 10th pass qualification, then the maximum number of candidates apply. On the other hand, if a job demands 12th or graduation, then the number of candidates reduces. Whereas, if a technical degree is demanded for a job, then this number reduces even more.

The Yogi government claims that by making the youth skilled through skill development, jobs are being given in the MSME and private sectors. This is the reason why the Yogi government claims that even though more than 6.5 lakh people have been given government jobs in seven years, more than 2 crore youth have got jobs in the private and MSME sectors.

It is claimed that only 91 thousand government jobs were given in Mayawati’s government from 2007 to 2012. Whereas, between 2012 and 2017, when Akhilesh Yadav was the Chief Minister, about two lakh people got government jobs. Whereas, in the seven years of Yogi government, more than 6.5 lakh people have got government jobs.

If we look at it, the Yogi government claims to provide the maximum number of government jobs, government jobs on contract basis and private jobs on the basis of skill, but it has also been criticized a lot. The reason for this is that all the recruitments in the government were delayed. The recruitments that were cancelled in the last two years of the Akhilesh government were further delayed in the Yogi government, due to which there was resentment among the youth. Papers of many examinations were leaked and its political loss had to be borne in the 2024 elections.

Why is there so much demand for government jobs?

UP’s Eastern DGP AK Jain says that getting a government job is an insurance. The family also wants to get a government job. There is a lot of attraction among the youth towards the Central Paramilitary Force. There are many rural areas from where educated youth want to join the police. He says that the uniform also has a glamour, due to which the youth wish to join the police.

According to a Jain, today graduates, post graduates, even engineers are applying for the recruitment of constables and sub-inspectors, while these people are already working somewhere. He told that in the last 7 years, more than 1.32 lakh recruitments have been done in the police. The maximum recruitments have been done for the post of SI.

Why are jobs not available?

Former IAS officer Arvind Kumar Singh says that professional studies like Polytechnic and ITI developed very late in our country. If we compare it with western countries, most of the people there go for professional studies. In our country, people do BA, MA and ask for jobs, that is why they do not get jobs.

Singh says that there are not many government jobs, there are jobs in the private sector but the youth are not able to fulfill the qualifications required for them.

He says that there is more craze for government jobs in Hindi speaking states as compared to South India. In South India, people have been pursuing technical education courses for a long time and are settling abroad. But it is not so here. The youth here are still looking for constable, sub-inspector or government jobs.

He says that earlier people wanted to get a government job by any means. Be it third class or fourth class. If you get a government job, you will have security. If you are sick, you will get medical facilities. You will get leave. You will get pension after retirement.

Arvind Singh says that more and more private institutes should be opened. He says that cities like Bangalore, Hyderabad and Pune have become IT hubs. There is not much craze for UPSC exam in these cities. People there pay more attention to private companies rather than government companies. If Lucknow becomes an IT hub today, then the same will happen here too.
