There has been a major reshuffle in the bureaucracy of Jharkhand. The Hemant Soren government has transferred 25 IAS officers including the Principal Secretary to the Governor and the Secretary to the Chief Minister. Nitin Madan Kulkarni, Principal Secretary to the Governor, has been made the Principal Secretary of the Agriculture, Animal Husbandry and Cooperatives Department, while Vipra Bhal, Secretary of the Information Technology and e-Governance Department, has been appointed as the new Principal Secretary to the Governor.

– Mast Ram Meena, Principal Secretary, Planning and Development Department has been given the additional responsibility of Principal Secretary, Drinking Water and Sanitation Department.

– Sunil Kumar, Principal Secretary, Road Construction Department has been given the additional charge of Principal Secretary, Urban Development and Housing Department as well as Managing Director of JUIDCO and Greater Ranchi Development Agency (GRDA).
– Food, Public Distribution and Consumer Affairs Department Secretary Dr. Amitabh Kaushal (Additional Charge – Secretary, Disaster Management Division, Jharkhand) has been appointed as the Secretary of the Department of Information Technology and e-Governance. Apart from this, he has been given the additional charge of Secretary of the Commercial Tax Department.
– Building Construction Department Secretary Manish Ranjan (Additional Charge – Managing Director, Jharkhand State Building Construction Corporation Limited) has been made the Director of Shri Krishna Public Administration Institute.
– Rajesh Kumar Sharma, Secretary, Drinking Water and Sanitation Department has been made the Secretary, Disaster Management Division.
– Abubakar Siddiqui, Secretary of Agriculture, Animal Husbandry and Cooperative Department has been given the responsibility of Secretary of Forest, Environment and Climate Change Department.
– Vipra Bhal, Secretary, Department of Information Technology and e-Governance (Additional Charge – Secretary, Commercial Tax Department and CEO, Jharkhand Communication Network Limited) has been appointed as Principal Secretary to the Governor.
– Manoj Kumar, Secretary, Women, Child Development and Social Security Department, has been given the additional responsibility of Secretary, Excise and Prohibition Department.

Apart from this, he has been given the additional responsibility of Managing Director of Jharkhand State Building Construction Corporation Limited and Resident Commissioner in Jharkhand Bhawan, New Delhi.
– Jitendra Kumar Singh, Secretary, Mines and Geology Department, Jharkhand (Additional Charge- Jharkhand State Mineral Development Corporation Limited) has been appointed as the Secretary, Industries Department, Jharkhand along with his duties.
– Umashankar Singh, Secretary-in-charge of Jharkhand’s School Education and Literacy Department (Additional Charge – CEO, Sidhu-Kanho Agriculture and Forest Produce State Cooperative Federation Limited) has been given additional charge of Food, Public Distribution and Consumer Affairs Department along with his duties.
– Ranchi Municipal Corporation’s Municipal Commissioner Amit Kumar (Additional Charge – Vice President, Ranchi Regional Development Authority) has been transferred and appointed as Commercial Tax Commissioner, Jharkhand. Apart from this, he has been given the additional responsibility of Special Secretary of Finance Department.
– Manjunath Bhajantri, administrator of Suvarnarekha Project, Jamshedpur has been transferred and appointed as the CEO of Jharkhand State Livelihood Promotion Society. Apart from this, he has also been given the responsibility of MNREGA Commissioner of Jharkhand.
